October 5, 1973 REVENUE MEMORANDUM CIRCULAR NO. 53-73 SUBJECT : Publishing Proclamation No. 1184 of the Honorable, the Executive Secretary dated September 11, 1973 TO : All Internal Revenue Officers and Others Concerned For the information & guidance of all internal revenue officers and others concerned there is quoted hereinbelow Proclamation No. 1184 of the Honorable, the Executive Secretary dated September 11, 1973, which is self-explanatory. "TANGGAPAN NG PANGULO NG PILIPINAS "(OFFICE OF THE PRESIDENT OF THE PHILIPPINES) "PROCLAMATION NO. 1184 "DESIGNATING THE PERIOD FROM NOVEMBER 1, 1973, TO NOVEMBER 30, 1974 FOR THE MEMBERSHIP, EDUCATIONAL AND FUND DRIVE OF THE SAFETY ORGANIZATION OF THE PHILIPPINES, INC. (SOPI). "WHEREAS, safety and accident prevention is a way and discipline of life that is necessary and vital to our people; "WHEREAS, in recognition of the aforesaid the year 1967 and every year thereafter was designated under Proclamation No. 115-A dated November 17, 1966, as National Safety and Accident Prevention Year with each month devoted to a particular aspect of safety and accident prevention; "WHEREAS, to further this movement, the Safety Organization of the Philippines, Inc., (SOPI) a civic, non-profit, non-sectarian, and non-political organization has spearheaded the observance and advancement of the safety and accident prevention movement; "WHEREAS, the SOPI, as a leading exponent of safety and accident prevention, is sponsoring as a first for the Philippines, the First World Safety and Accident Prevention Congress in Manila on November 18-24, 1974; "WHEREAS, such a Congress will project throughout the world the Philippines and the Filipino people as a land and a nation where safety and accident prevention is a discipline of life; NOW, THEREFORE, by order of HIS Excellency, FERDINAND E. MARCOS, President of the Philippines, I, ALEJANDRO MELCHOR, Executive Secretary, do hereby designate the period from November 1, 1973 to November 30, 1974, for the membership, and educational and fund drive of the Safety Organization of the Philippines, Inc. and the whole month of November 1974 as the world safety and accident prevention month in the Philippines; and further do hereby enjoin all citizens and entities in the Republic of the Philippines to extend their full support and assistance to these activities and projects of the Safety Organization of the Philippines, Inc. "IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
