June 29, 1999 REVENUE MEMORANDUM CIRCULAR NO. 49-99 SUBJECT : Publishing the Full Text of Department Order No. 18-99 dated April 7, 1999 of the Department of Finance Prescribing the Guidelines and Operating Procedures in the Processing of Papers Pertaining to Foreign and Local Scholarships and Training Programs Including Study Leave, Seminars, Training Workshops, Study Tours, Conferences, and Those under the Category of Special Missions and Other Non-study Trips, Regardless of Number of Days TO : All Internal Revenue Officers, Employees and Others Concerned For the information and guidance of all concerned quoted hereunder is the full text of Department Order 18-99 of the Department of Finance. "DEPARTMENT ORDER NO. 18-99 07 April 1999 Pursuant to Department Order No. 16-99 dated 12 March 1999 renaming and reconstituting the DOF Scholarship Committee to Personnel Career Development Committee (PCDC), the following guidelines and operating procedures are hereby prescribed in the processing of papers pertaining to foreign and local scholarships and training programs, including study leave, seminars, training workshops, study tours, conferences, and those under the category of special missions and other non-study trips, regardless of number of days: 1. All Heads of Offices, bureaus, attached agencies and corporations shall submit to PCDC Secretariat, at least one (1) month after receipt of this Department Order, their Training Needs Analysis (TNA) indicating, among others, their priority courses, to serve as guide/reference of the PCDC to ensure equitable distribution of all scholarship and training opportunities for the continuing growth and development of its personnel. 2. All nominations to foreign and local scholarship/training grants and others falling under the above-mentioned category shall be screened by the PCDC for appropriate endorsement to the Secretary of Finance. dctai 3. All "stray" invitations for training/seminars which are not included in the regular courses reviewed by the PCDC, being availed to directly and/or for the first time by the DOF, bureaus and attached agencies and under the category of special missions and other non-study trips, regardless of number of days shall be coursed through the PCDC for appropriate endorsements of nominee/s to the Secretary of Finance. 4. All requests for authority to travel abroad in connection with scholarships/training grants and other falling under the above-mentioned category shall pass through the PCDC Secretariat, Central Administration Office for processing. Recommendations/requests for travel should be forwarded to the PCDC for evaluation at least fifteen (15) working days before the proposed travel in order to allow the Department to comply with the strict requirement of the Office of the President that the same be received by OP not less than ten (10) working days from the scheduled date of departure. Request for Travel Authority form and complete documentary requirements, namely: a) copy of invitation/acceptance letter; b) justification for the trip clearly spelled out; c) for Heads of offices, designation of Officer-in-Charge or Acting Head. Since it is expected that all bureaus, agencies and corporations attached to the DOF have established their own Personnel Development Committee, a proof of process undertaken or certification that nominee passed through a rigid screening procedures in his/her respective office shall likewise be attached to the requests. Non-compliance with any of the above guidelines may result in delay or non-processing of nominations or requests for travel authority. (SGD.) EDGARDO B. ESPIRITU Secretary Attachments: 1.
