September 27, 1973 REVENUE MEMORANDUM CIRCULAR NO. 46-73 TO : All Internal Revenue Officers and Others Concerned SUBJECT : Issuance of P0.04 BIR Documentary Stamps in New Color It is hereby announced that starting today, September 27, 1973, BIR documentary stamps of the four centavo (P0.04) denomination will be issued by the bureau to the public in new color, caused by the non-availability of the previous ink used in the four centavo denomination of documentary stamps, as advised by the Bureau of Printing. For the information of all concerned, the following is the description of the said new color of documentary stamps.
