October 17, 1967 REVENUE MEMORANDUM CIRCULAR NO. 46-67 SUBJECT : Instructions to Awardees of Scholarships, Fellowships and Training Grants Offered by Foreign Countries to the Philippine Government Under the Colombo Plan and Bilateral Technical Assistance Programs TO : All Internal Revenue Officers Concerned For the information and guidance of all internal revenue officers and employees concerned, there is quoted hereunder pertinent portions of the letter of the Secretary of Foreign Affairs, dated September 22, 1967, to wit: "This has reference to scholarships, fellowships and training grants offered by foreign countries to the Philippine Government under the Colombo Plan and bilateral technical assistance programs. "It is requested that awardees of that Office be instructed, before departure, to report to the Department and to the respective foreign missions in the Philippines for orientation briefing on the conditions obtaining in the donor country. Upon arrival at destination, awardees should also report to the Philippine Mission, if any, to enable the mission concerned to keep track of Philippine nationals within its jurisdiction and to be able to assist them should the need arise. "Upon their return to the Philippines, scholarship awardees should also call on the foreign mission concerned to report on their training to enable donor governments to appraise the effects of the training received."
