October 10, 1966 REVENUE MEMORANDUM CIRCULAR NO. 44-66 SUBJECT : Publishing Memorandum Circular No. 549 of the General Auditing Office Dated September 19, 1966 TO : All Internal Revenue Officers and Others Concerned For the information and guidance of all internal revenue officers and others concerned, there is quoted hereunder Memorandum Circular No. 549 of the General Auditing Office dated September 19, 1966: LLpr "MEMORANDUM CIRCULAR NO. 549 "SUBJECT : Patronage of government telecommunication services in lieu of private facilities, wherever such branches and offices are available. "TO : Department Heads, Chiefs of Bureau and Offices, Heads of Government-owned or controlled Corporation, Provincial, City, Bureau, Corporation, Highway and Regional Auditors, and others concerned. "Quoted hereunder is a letter of the Acting Director of the Bureau of Telecommunications, dated August 24, 1966. "August 24, 1966 "The Honorable The Auditor General Manila S i r : "Reports have been received from our field stations that some government offices in the provinces are using the facilities of private telecommunication companies in sending their full-rate official telegrams to Manila and their provincial branch offices where these private companies are in operation. In some cases, these government offices abovementioned are granted the nominal rate privilege by the Bureau where they only pay P0.20, P0.30, or P0.50 each for the transmission of their messages because of their representations that their appropriations for communications are so limited that by paying their telegrams at the Bureau's full rate, their public service functions may be disrupted. By way of cooperation, this Bureau has allowed them the nominal rate privilege for certain periods and even grant extensions in meritorious cases. However, we are at a loss to learn that these government offices are filing their telegrams in these private telecommunication companies instead of routing them through the Bureau's communication system. As government entities, these offices should utilize the government facilities instead of the private companies for by so doing the income that may be derived therefrom by this Office will return to the government and could be utilized or appropriated to help finance government expenditures. "In view hereof, and if appropriate, we have the honor to request that your office issue a memorandum to all government offices, agencies, and corporations to avail of the facilities of the Bureau of Telecommunication in sending their telegrams and to enjoin your Unit Auditors for the strict compliance thereof.
