September 27, 1967 REVENUE MEMORANDUM CIRCULAR NO. 42-67 TO : All Internal Revenue Officers and Employees and Others Concerned Quoted hereunder is Department Memorandum Circular No. 27-67 dated September 8, 1967 of the Honorable, the Secretary of Finance, for the information, guidance and compliance of all the officers and employees of this Bureau: cdti "TO : All Heads of Bureaus and Offices under the Department of Finance and all Division Chiefs in the Department Proper. "SUBJECT : Directing strict compliance with Department Memorandum Circular No. 5-66 dated January 26, 1966, in relation to Department Order No. 4, series of 1960 as reiterated in Memorandum Circular No. 34-62, on the matter of prohibiting officials and personnel of the Department of Finance and its bureaus and offices from frequenting certain amusement places. "There is quoted hereunder the following communication from the Office of the President: 'The President would like you to reiterate your order prohibiting all officials and employees of the Bureau of Customs, the Bureau of Internal Revenue and the Bureau of the Treasury form going to day and night clubs.' "In Department Memorandum Circular No. 5-66, this Department directed as follows: 'It has come to the attention of this Office that some officials and personnel of the Department of Finance, as well as those in its Bureaus and Offices, have been flagrantly violating Department Order No. 4, series of 1960, as reiterated in Memorandum Circular No. 34-62, pertaining to the above subject matter despite the previous publicity given this Order and the directive that it be complied with. 'Frequenting places previously declared off-limits, such as Jai-Alai, horse race tracks or places where horse races are held, cockpits, monte casinos, roulette and other gambling places, night clubs, day clubs, cabarets, bars cocktail lounges, and other similar places is strictly prohibited. Hence, any official or employee, regardless of whether or not he has cash or property responsibility in his official capacity, found violating this Order will be subject to severe disciplinary action for the first offense, in accordance with Civil Service rules, and will be recommended for summary dismissal for repeated violation. 'Officials and personnel under this Department occupy delicate and sensitive positions which have to do with the revenue-raising functions of this Department, and frequenting places above-stated give the public the impression that they are spending far above their legal income, or are spending funds which proceed from improper or illicit sources. Such impression should be erased from the public mind and the only way to accomplish this is for officials and personnel under this Department to cease and desist from going to and frequenting the place abovestated 'All Heads of Bureaus and Offices concerned are enjoined to give this Memorandum-Circular wide publicity and see to it that this Order is complied with strictly.' "In view of flagrant violations of the above Order as reported to this Department, it is hereby informed that intelligence agencies of the Government have been directed to undertake the surveillance of personnel under bureaus and offices of the Department of Finance, particularly personnel of the Bureau of Customs and the Bureau of Internal Revenue. Personnel reported by the intelligence agencies to be violating this Department Circular will be recommended for dismissal from the service.
