November 8, 1962 REVENUE MEMORANDUM CIRCULAR NO. 41-62 SUBJECT : Observance of Office Hours TO : All Collection Agents, Cash Clerks and Others Concerned It has come to the attention of this Office that many Collection Agents and Cash Clerks leave their offices and stay out for personal reasons, or report for work very much later than the prescribed official time. There is quoted hereunder an excerpt of Executive Order No. 25, of the President of the Philippines promulgated on June 26, 1957, prescribing the office hours to be observed by all Government officials and employees: "By virtue of the powers vested in me by section 562 of the Revised Administrative Code, as amended by Republic Act No. 1880, approved June 21, 1957, I, Carlos P. Garcia, President of the Philippines; do hereby prescribed that the office hours of all bureaus and offices of the Government, including government-owned or controlled corporations, but except schools, courts, hospitals, and health clinics, shall be from eight o'clock in the morning to twelve o'clock noon, and from one o'clock to five o'clock in the afternoon, from Monday to Friday: Provided, that when the interest of the public service so require, the hand of any department, bureau, or office may extend the daily hours of labor for any of all of them to do overtime work not only on work days but also on holidays. This Order shall take effect on July 1, 1957." In the interest of the public service, Collection Agents and Cash Clerks are hereby advise to observe strictly the official time during which they should render service. Leaving frequently their station towns for personal purposes and without prior authority therefor by the Provincial Revenue Officer or Regional Director shall be dealt with administratively. Collection Agents and Cash Clerks are hereby enjoined that their daily time records should first be approved by the Provincial Revenue Officer concerned or the Officer-in-Charge before the same are transmitted to the National Office. cdta Strict compliance herewith is enjoined.
