Celebration of the Ninth National Statistics Month in October 1998

August 14, 1998 REVENUE MEMORANDUM CIRCULAR NO. 40-98 SUBJECT : Celebration of the "9th Na tiona l Statistics Month" in October 1998 TO : All Division Chiefs, Regional Directors, RDC Heads, Revenue District Officers and Other Officers Concerned Pursuant to Presidential Proclamation No. 647 issued in September 1990 entitled "Declaring the Month of October of Every Year as the National Statistics Month," the 9 th National Statistics Month (NSM) will be celebrated in October 1998. This year's celebration will have for its theme: "Estadistika sa ika-100 Taon ng Kasarinlan: Tungo sa Higit na Makabuluhang Pamamahala, Kalusugan at Kapayapaan ng Pamayanan" and our sub-theme: "Wasto at Makabuluhang Estadistika Tungo sa Angkop na Pagpaplano at Pagpapasya". The celebration is a nationwide event. All government agencies and their respective regions/field offices are requested to join the celebration through various activities such as symposium, workshop, conference, exhibit, lecture, film showing, statistical quiz, hanging of streamer, motorcade, slogan/essay/oratorical contests, etc. BIR employees may coordinate with the participating agencies in their area for their specific activity that they may want to get involved in. BEETHOVEN L RUALO Commissioner of Internal Revenue May 13, 1998 NSCB MEMORANDUM CIRCULAR NO. 01-98 TO : The Heads of Departments, Bureaus, Offices and Instrumentalities of the National Government, Government-Owned and Controlled Corporations, State Universities and Colleges, Local Government Units, and the Private Sector SUBJECT : Celebration of the Ninth National Statistics Month in October 1998 1. Purpose This Memorandum Circular is issued to enjoin all agencies of the government at the national and sub-national levels and the private sector to actively participate in and support the celebration of the Ninth National Statistics Month (NSM) in October 1998 pursuant to Presidential Proclamation No. 647, Declaring the Month of October of Every Year as the National Statistics Month . prcd 2. Objectives The observance of this event has two-fold objectives, viz: (a) to promote, enhance and instill nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society and (b) to elicit the cooperation and support of the general public in upgrading the quality and standard of statistics in the country. 3. Theme and Sub-Themes Cognizant of the vision of the government till the year 2000, the Ninth National Statistics Month shall have for its overall theme: Estadistika sa Ika-100 Taon ng Kasarinlan : Tungo sa Higit na Makabuluhang Pamamahala , Kalusugan , at Kapayapaan ng Pamayanan This theme may be translated into major Philippine dialects. Depending on the focus and direction of its statistical activities, each agency may choose to have its own sub-theme. 4. Suggested Activities Activities may be undertaken by agency and/or by region in accordance with the capabilities of the participating agencies. These may be in the form of symposia, workshops, orientation seminars, exhibits, slide shows and publication of statistical reports, indicators and other relevant information, with particular emphasis on the theme and the agency's/regions' selected sub-theme, if any. The participating agencies are requested to provide their own NSM streamers to be displayed at their building facade throughout the month of October. Likewise, they are encouraged to disseminate the calendar of activities, posters and other promotional materials within their offices. 5. Coordination of Activities at the National Level The National Statistical Coordination Board (NSCB) has created the National Statistics Month (NSM) Committee to oversee and coordinate the implementation of the various activities and programs to be undertaken during the month long celebration. To be chaired by the NSCB Secretary-General and co-chaired by the Undersecretaries of the Department of Health (DOH) and Department of the Interior and Local Government (DILG) and the Philippine Statistical Association (PSA) President as the vice-chair, this Committee shall be composed of representatives from the following major statistical agencies, government departments and agencies, academic institutions, and private sector: (1) National Statistical Coordination Board (2) National Statistics Office (3) Bangko Sentral ng Pilipinas (4) Bureau of Agricultural Statistics (5) Bureau of Labor and Employment Statistics (6) Statistical Research and Training Center (7) Philippine Statistical Association (8) Civil Service Commission (9) Commission on Higher Education (10) Department of Agrarian Reform (11) Department of Budget and Management (12) Department of Education, Culture and Sports (13) Department of Energy (14) Department of Environment and Natural Resources (15) Department of Finance (16) Department of Foreign Affairs (17) Department of Health (18) Department of the Interior and Local Government (19) Department of National Defense (20) Department of Public Works and Highways (21) Department of Science and Technology (22) Department of Social Welfare and Development (23) Department of Tourism (24) Department of Trade and Industry (25) Department of Transportation and Communications (26) National Commission on the Role of Filipino Women (27) National Economic and Development Authority (28) Office of the Press Secretary (29) Philippine Information Agency (30) Technical Education and Skills Development Authority (31) Polytechnic University of the Philippines (32) University of the Philippines Statistical Center (33) University of the Philippines at Los Baos Institute of Statistics (34) Philippine Chamber of Commerce and Industry (35) Government Service Insurance System (36) Philippine Health Insurance Corporation A Working Group drawn from the NSCB Technical Staff shall serve as secretariat to the Committee. 6. Fund Contribution The participating agencies to the NSM Celebration are requested to earmark funds for their respective activities as well as common NSM activities. While funds of participating agencies for their own celebration shall come from their respective agencies, the funds for common NSM activities such as publicity expenses and printing of the NSM Program shall be sought from contributions of participating agencies subject to existing accounting and auditing rules and regulations of the Commission on Audit (COA). The members of the NSM Committee considered as major statistical agencies such as the National Statistical Coordination Board (NSCB), the National Statistics Office (NSO), the Bureau of Agricultural Statistics (BAS), the Bureau of Labor and Employment Statistics (BLES) and the Statistical Research and Training Center (SRTC) shall contribute fifty (50) percent of the total minimum NSM budget proposed for the year by the Sub-Committee on Logistics. The remaining fifty (50) percent of the total funding requirements shall be solicited from the other participating agencies and institutions. Each agency shall be requested to contribute at least P10,000. Funds needed for the NSM Opening Ceremony shall be provided by the DILG and DOH, the host agencies, while those for the closing ceremony shall be provided by the Philippine Statistical Association (PSA), the permanent host of NSM Closing Ceremonies. The PSA shall be designated to administer the NSM Common Fund. cdll 7. Coordination of Activities at the Subnational Level For the regional celebration of the event, the Regional Statistical Coordination Committee (RSCCs) are hereby designated as the coordinating bodies for all NSM activities. The NSCB Regional Units (RUs) shall provide technical and administrative support to their respective RSCCs. In areas where there are no RUs, the RSCCs shall create or designate a group that will provide technical and administrative support in this undertaking. 8. Submission of Agency Activities Participating agencies at the national level are requested to submit a detailed listing of their proposed activities to the NSM Committee through the NSCB, 2nd and 5th Floors, Midland Buendia Building, 403 Senator Gil Puyat Avenue Ext., Makati City 1200, Metro Manila on or before July 31, 1998, in order to synchronize all efforts for the celebration. Further inquiries may be coursed through the NSM Secretariat at telephone numbers 897-1773, 896-1787, 895-2425 and fax number 890-9408 or 890-9397. Participating regional agencies in Regions 1, 5, 6, 8, 9, 11, 12 and CAR are requested to submit their activities to their respective RSCCs through the NSCB, RUs, while agencies in other regions are requested to submit their activities to their respective RSCCs through the NEDA Regional Director (RSCC Chairman) or the NSO Regional Administrator (RSCC Co-Chairman). All concerned are hereby urged to cooperate in ensuring the attainment of the objectives of the National Statistics Month. National line agencies are enjoined to issue special orders/circulars encouraging the participation of their field offices in the regional celebration of the NSM.
