Reporting of Policy Decisions or Major Accomplishments to the Office of the President

September 7, 1966 REVENUE MEMORANDUM CIRCULAR NO. 40-66 TO : All Revenue Operations Heads, Regional Directors, Division Chiefs and Branch Chiefs SUBJECT : Reporting of Policy Decisions or Major Accomplishments to the Office of the President Quoted hereunder are pertinent portions of Department Order No. 54-66 dated August 22, 1966: "Hereunder quoted is the directive of the President as regards the reporting of policy decisions or major accomplishments of each Department to his Office: 'Effective immediately every policy decision adopted within and every major accomplishment of, each Department shall be transmitted to the undersigned by the Cabinet member concerned, as soon as the policy is adopted or major accomplishment is completed. 'The transmittal shall be in one-page memorandum, marked POLICY DECISION OR MAJOR ACCOMPLISHMENT, on top. 'The Executive Secretary shall see to the implementation of this directive and shall keep a complete file of the aforementioned memoranda.' "Pursuant to the above directive of the President, it is requested that the desired report on every policy decision and major accomplishment be reported to this Department on a weekly basis. To minimize delay, all reports should be delivered or forwarded directly to either of the two Undersecretaries or to the undersigned. When circumstances require, Mr. Patricio A. Morales of the Statistics and Publication Division of this Office is hereby authorized and directed to see heads of bureau and offices of this Department, or any of their officials concerned about the prompt submittal of this report. "Reports to this Office should be brief, to the point, and in three copies. When explanatory notes are considered necessary, they should also be brief and attached as annexes to the report. Reports for the week of every bureau or office should be in this Department on, or before 10:00 o'clock of the Monday morning following." All Chiefs of units shall report within twenty-four hours, by the fastest communication means possible, after promulgation of a policy decision or completion of a major accomplishment, such event to the O & M Staff. The O & M Staff shall be responsible for the preparation of the weekly report as required by the Secretary of Finance. Strict compliance herewith is enjoined. (SGD.) MISAEL P.
