Prohibiting the Handcarrying of Official Correspondence, Papers, Dockets and the Like by Unauthorized Persons and/or Parties

November 29, 1965 REVENUE MEMORANDUM CIRCULAR NO. 39-65 SUBJECT : Prohibiting the Handcarrying of Official Correspondence, Papers, Dockets and the Like by Unauthorized Persons and/or Parties TO : All Internal Revenue Officers and Employees and Others Concerned The Office of the President of the Philippines, in its Memorandum Circular Nos. 1 and 2 series of 1962 prohibits the handcarrying of official correspondence including dockets, papers and the like by unauthorized persons either within the offices concerned or from one office to another which has been implemented by the Civil Service Commission in its Memorandum Circular No. 1, series of 1962 hereunder quoted as follows: "1. Handcarrying of correspondence by unauthorized persons within the Commission is strictly prohibited. Each Division Chief shall authorize one regular employee and one substitute for handcarrying of communications from one Division to another, submitting their names to the Personnel Officer of the Commission. "2. No follow-up of correspondence by officers or employees from other agencies other than personnel officers and/or duly authorized representatives, who shall carry written authority from the agency head shall be entertained. "3. Follow-up by authorized persons shall be limited to inquiry on the status of the correspondence being followed-up. In no case shall these persons be allowed to know that nature of the action taken or the names of officers or employees acting on communications. "4. It is understood that important or urgent official papers shall be acted upon with dispatch. "5. Any officer or employee found guilty of violating this order shall be subject to administrative disciplinary action. "6. This Order shall take effect immediately and shall apply to officers and employees of the Commission of other agencies, and of government-owned or controlled corporations." To insure order and discipline as to the smooth flow of official papers correspondence, dockets and the like from one Department, Division and Unit to another in this Bureau, including the Office of the Deputy Commissioner and Commissioner of Internal Revenue, it is hereby prescribed that henceforth, no employee or person and/or party which is not duly authorized by their respective Department Heads, Division Chiefs or Unit-In-Charge shall be allowed to handcarry dockets, papers, and the like especially those relating to appointments and other personnel action in violation of Memorandum Circular Nos. 1 and 2, series of 1962 of the Office of the President of the Philippines and Memorandum Circular No. 1 series of 1962, of the Civil Service Commission. Any revenue officer or employee violating this Memorandum Circular, including the provisions of the said Memorandum Circulars adverted to shall be subject to administrative disciplinary action.
