October 4, 1965 REVENUE MEMORANDUM CIRCULAR NO. 38-65 SUBJECT : Campaign of Information on the Third National Tax Census Taking TO : All Regional Directors, Chiefs of Branches, Chief Revenue Officers, Collection Agents and Other Concerned In implementation of Republic Act no. 2070, as amended by Republic Act No. 2212, otherwise known as "An Act to Provide for National Tax Census", the Bureau of Internal Revenue is conducting on a nationwide scale the Third National Tax Census Taking of individuals, corporations and other allied concerns together with their assets, income and liabilities with a view to having for ready reference a reservoir of data needed in determining tax liabilities of taxpayers; formulating tax policies; and recommending reforms in the tax system and in revenue administration. In order to obtain a wide coverage in this national undertaking, all Regional Directors, Chiefs of Branches, Revenue Officers, Collection Agents and others concerned are hereby enjoined to launch a vigorous campaign for the purpose of disseminating information relative to the operations of the Tax Census Law. The next filing of tax census statements (assets, income and liabilities) is in February, 1966. In this connection, it is desired that all available media of information, such as local newspapers, movies, radios, posters, conferences with local officials and community assemblies be availed of to achieve this end. In the course of their field investigations, internal revenue officers are requested to reach as many taxpayers as they can and familiarize them with the provisions of the Tax Census Law.
