Publishing a Letter of the Chief of Staff, Armed Forces of the Philippines on the Need to Coordinate the Liaison Activities with US Military Bases in the Philippines

November 20, 1968 REVENUE MEMORANDUM CIRCULAR NO. 37-68 SUBJECT : Publishing a Letter of the Chief of Staff, Armed Forces of the Philippines on the Need to Coordinate the Liaison Activities with US Military Bases in the Philippines Attached herewith as part of this Circular is a copy of the letter of General Manuel T. Yan, Chief of Staff, Armed Forces of the Philippines to the Secretary of Foreign Affairs requesting that all government agencies should obtain prior coordination with the Philippine Military Liaison Officer (PMLO) in any US military base before undertaking any official government contact with the base authorities. The existence of the Philippine Military Liaison Officer in each US military base is covered by the terms of reference of the Serrano-Bohlen exchange of notes. The Philippine Military Liaison Officers function as points of contact between the US base authorities and the officials of various government agencies. aisadc Any revenue official undertaking official government contact with any US military base should make prior coordination with the PMLO of the base. VERA Commissioner of Internal Revenue ATTACHMENT CHIEF OF STAFF ARMED FORCES OF THE PHILIPPINES CAMP GENERAL EMILIO AGUINALDO, QUEZON CITY August 23, 1968 HONORABLE Narciso Ramos Secretary of Foreign Affairs Padre Faura, Manila Thru: The Honorable The Acting Secretary of National Defense Camp General Aguinaldo Quezon City Dear Secretary Ramos: This has reference to paragraph 2d, Annex B (Terms of Reference of Philippine Military Liaison Officer (PMLO) of the Serrano Bohlen Exchange of Notes of 15 May 1958 and to paragraph 4 of DEFSRAF Memorandum for PMLO dated 10 February 1960 regarding the duty of the PMLO to serve as the point of contact between the US military base authorities and the officials of the various agencies of the Philippine Government for the entry of the latter and facilitation of the performance of their specific tasks in the base. cdt The PMLOs have recently reported that some officials of our government agencies, without prior coordination with them, arranged and conducted conferences with the US Base authorities and that they have not been informed of the results of such conferences. The PMLOs take exception in their report to those conferences which had prior arrangement between our government and the US Embassy. I feel that some of our government officials are not cognizant of the existence of the PMLOs in the US military bases, otherwise they could have refrained from such practice which jeopardizes the functions of the PMLOs and defeats the purpose of their being posted at the US bases. I propose, therefore, that all government agencies be informed or remained that we have the Philippine Military Liaison Officers in the US military bases as the contact points with the base authorities.
