September 1, 1964 REVENUE MEMORANDUM CIRCULAR NO. 36-64 SUBJECT : Publishing Memorandum Circular No. 3-69 of the Department of Finance dated January 14, 1969 TO : All Internal Revenue Officers and Others Concerned The exigencies of the revenue service so requiring and in view of the urgent need of cigarette strip stamps of the P2.50 Per M Class, 30's at P0.075, notice is hereby given that as an emergency measure, cigarette strip stamps printed by Toppan Printing Company surcharged at P8.00 per M class, 20's at P0.16 will be affixed to cigarette packages containing 30 cigarettes for each package falling under the P2.50 per M class, 30's at P0.075, beginning September 1, 1964. The surcharge made by the Bureau of Printing appears in red ink and contains the facsimile of the signature of the Commissioner of Internal Revenue.
