October 8, 1975 REVENUE MEMORANDUM CIRCULAR NO. 35-75 SUBJECT : Policy of the Department of Foreign Affairs Regarding Travel to the People's Republic of China TO : All Internal Revenue Officers and Others Concerned For your information and guidance, quoted hereunder is the Department Memorandum Circular No. 15-75 dated September 3, 1975 of the Department of Finance, which is self-explanatory, to wit: "The Department of Foreign Affairs has adopted the policy that pending opening of the diplomatic missions of the Philippines and the People's Republic of China, only Philippine officials and visitors travelling on official business with the Chinese Government will be extended assistance in securing visas. This policy has been adopted in view of the desire of the Chinese Government authorities in Hongkong to avoid incidents which might create problems for the Philippines and the People's Republic of China at this early stage of their diplomatic relations. "All Philippine foreign service establishments have been informed of this policy and instructed to refer to this Department requests of Philippine officials and private individuals for side trips to the People's Republic of China. "Please inform all the offices and agencies under your Department accordingly." This circular should be given as wide publicity as possible. EFREN I.
