August 31, 1967 REVENUE MEMORANDUM CIRCULAR NO. 35-67 SUBJECT : Enjoining the Officials and Employees Under Its Respective Jurisdiction to Register with the Commission on Elections TO : All Internal Revenue Officers and Others Concerned There is quoted hereunder the Memorandum of His Excellency, the President of the Philippines dated August 19, 1967, for the information, guidance and compliance of all officers and employees of this Bureau: "MEMORANDUM for "All Heads of Departments and Chiefs of Bureaus and Officers, including Provincial, City and Municipal Governments "You are hereby directed to extend utmost support and cooperation towards enjoining the officials and employees under your respective jurisdictions to register with the Commission on Elections. For this purpose, the officials and employees concerned may be permitted to leave their offices on a staggered arrangement. "Corollary to this effort, you should also take positive steps to encourage the private citizens to similarly register with the COMELEC. "It is imperative that the COMELEC succeeds in the registration of voters currently being undertaken by it pursuant to the law on new voters list. For one thing, the old voters list is outmoded and incomplete and does not reflect the true voting power of the country. If we succeed in establishing a new registration list of voters, we shall to a great extent enhance or fortify the genuine operations of the democratic process in our country.
