Securing Prior Approval of the Office of the President or the Special Committee on Scholarships for Extensions of Stay Abroad of Government Scholars or Trainees

July 29, 1966 REVENUE MEMORANDUM CIRCULAR NO. 35-66 TO : All Internal Revenue Officers and Employees and Others Concerned SUBJECT : Securing Prior Approval of the Office of the President or the Special Committee on Scholarships for Extensions of Stay Abroad of Government Scholars or Trainees For the information, guidance and compliance of all the officers and employees of this Bureau, there is quoted hereunder the Memorandum Circular No. 544 dated June 22, 1966, of the Honorable, the Deputy Auditor General: "Quoted hereunder is a letter of this Office of the Secretary of Foreign Affairs, dated June 6, 1966: "It has come to the attention of the Special Committee on Scholarships that a number of offices and agencies of the government have been authorizing the extension of the stay abroad of their scholars or trainees without prior approval either of the Office of the President or of the Committee. "'It would be highly appreciated, therefore, if that Office could circularize all the offices of the government concerning this matter. Corollary to this, travel expense Vouchers should not be given due course unless supported by a copy of Malacaang's or the Committee's approval.'" "In view of the foregoing, it is hereby directed that no extension of stay abroad of government scholars or trainees shall be authorized unless prior approval of the Office of the President or the Special Committee on Scholarships is secured and that the travel expenses in connection therewith shall be allowed only if supported by a copy of such approval.
