October 4, 1971 REVENUE MEMORANDUM CIRCULAR NO. 32-71 SUBJECT : Duties of Area Coordinators TO : The National Coordinator, all Revenue Operations Heads, Area Coordinators, Regional Directors, Revenue District Officers, and others concerned In accordance with Revenue Administrative Order No. 12-70, and in order to clarify the duties of Area Coordinators, this Revenue Memorandum Circular is hereby promulgated for the guidance of all concerned: The duties of Area Coordinators are as follows: I. Coordinates the investigation activities in regional offices, seeing to it that Regional Directors and/or Revenue District Officers: a) Submit to the National Coordinator, thru the Area Coordinators: 1) a copy of the transmittal letter of Letter of Authorities issued and Letters of Confirmation released; 2) list of industries in their respective areas which have not been included and/or classified by Revenue Administrative Order No. 12-70; 3) list of cases terminated by Regional Offices, final action of which is to be done by the National Office per Revenue Administrative Orders Nos. 13-64 and 14-64; 4) list of cases investigated which do not fall under their respective jurisdiction as provided in RAO No. 12-70; 5) corresponding reports of investigation of cases mentioned in the preceding number, within fifteen (15) days from issuance of the corresponding letter of confirmation. b) Issues Letters of Authorities on industries or segments of industry allocated to their respective region or district per master list; c) Groups their fieldmen if feasible and assigns cases in accordance with the lines of businesses and the "package audit" system of investigation provided in RAO 12-70; II. Takes note of reports of investigation on a sampling basis to determine if: a) the findings therein may affect other segments of industry or businesses; b) the discrepancies discovered by examiners in the region which needs verification with the findings of segments of industry or industries examined by the National Office or other Regional Offices or vice versa, are taken into account in the reporting of the investigated cases; and, c) the investigated cases really belong to the National or Regional Offices, as the case may be. III. Coordinates the collation, summarization and analysis of statistical data taken from reports of investigation of national and regional examiners. IV To render monthly reports (triplicate) to the National Coordinator, copy furnished the Commissioner of Internal Revenue and the Deputy Commissioner of Internal Revenue (Operations). cdt MISAEL P.
