June 29, 1973 REVENUE MEMORANDUM CIRCULAR NO. 31-73 TO : All Internal Revenue Officers and Others Concerned SUBJECT : Issuance of Cigarette Strip Stamps Originally under the P8.00 per M class (20's), Denomination P0.16 each, Surcharged to Different Tax Classes and Denominations In view of the anticipated increase in the demand for cigarette strip stamps under the P8.00 per M class (20's), denomination-P0.16 each, due to the new tax rates prescribed under Section 137(b), NIRC, as amended by Presidential Decrees Nos. 69, 88 and 149, effective July 1, 1973, the issuance of strip stamps originally printed under said tax class and denomination but surcharged under different tax classes and denominations as hereunder indicated is hereby authorized for cigarettes under the P8.00 per M class (20's) with a retail price of P0.80 or less per pack: QUANTITY SURCHARGED TO RESTORED TO 1,700,000 P17.60 per M (20's) P8.00 Per M (20's) den. - P0.352 ea. den. - P0.16 ea. 1,500,000 26.40 per M (20's) 8.00 Per M (20's) den. - P0.528 ea. den. - P0.16 ea. 3,200,000 The issuance of said strip stamps starting on July 1, 1973, and until such time as they are exhausted, will in effect restore the original tax class and denomination thereof, notwithstanding the different tax classes and denominations previously surcharged thereon.
