August 18, 1971 REVENUE MEMORANDUM CIRCULAR NO. 31-71 SUBJECT : Requiring Regional Director and Revenue District Officer to Give Due Notice to the Provincial Treasurer of Any Conference or Seminar Affecting Revenue Matters Wherein Municipal and Municipal District Treasurers are Required to Attend TO : Regional Directors, Revenue District Officers and others concerned It has been observed that whenever municipal and municipal district treasurers designated as acting revenue collection agents are called for a conference or seminar affecting revenue matters, provincial treasurers are not properly advised by either the Regional Directors or Revenue District Officers. This omission, aside for showing lack of courtesy, may even create an atmosphere of misunderstanding between the Bureau and the Provincial Treasurers on one hand and Provincial Treasurers and municipal and municipal district treasurers on the other. To rectify this situation and in order to obtain full cooperation and necessary assistance from Provincial Treasurers and other local officials, it is hereby required that the Regional Director or Revenue District Officer shall give due notice to the Provincial Treasurer of any conference or seminar called for by the former wherein municipal and municipal district treasurers designated as acting collection agents are required to attend.
