October 5, 1976 REVENUE MEMORANDUM CIRCULAR NO. 30-76 TO : All Revenue Officials and Employees SUBJECT : Enjoining Revenue Personnel To Participate Actively in the Discussion of the Referendum Issues In view of the vital issues involved in the October 16 referendum-plebiscite, and as a matter of duty of all of us in the government service, you are hereby enjoined to participate actively in the discussion of the referendum issues, particularly in your respective barangay units. This is also in support of the policy of the President calling for a wider discussion of the referendum issues to ensure a maximum participation of the citizenry. Due to the nature of work in field offices requiring daily contact with the public, Revenue Regional Directors are particularly encouraged to hold a convocation on the referendum issues in their respective regional offices. For speakers, you may invite prominent members of the bar or bench, regional government officials or those of civic or business organizations. For assistance or information materials, contact local Commission on Elections officials. This memorandum circular should be given the widest dissemination. Please comply accordingly. EFREN I.
