August 19, 1975 REVENUE MEMORANDUM CIRCULAR NO. 30-75 TO : All Department Heads, Regional Directors and the Personnel in the Bureau of Internal Revenue SUBJECT : Directing all Agencies and Instrumentalities of the Philippine Government to Course all their Dealings Relating to the United Nations and Allied Organizations as Well as International Conferences Through the Department of Foreign Affairs Quoted hereunder, for your information and guidance, is Department Memorandum Circular No. 12-75 of the Department of Finance dated July 7, 1975 bearing on the above subject-matter. "I have the honor to refer to the instructions given by President Marcos during our cabinet meeting of June 2, 1975, directing all agencies and instrumentalities of the Philippine Government to course all their dealings relating to the United Nations and allied organizations as well as international conferences through the Department of Foreign Affairs. "Our foreign service establishments have been complaining to us about the lack of coordination from other agencies of our Government the practice by some Departments of sending delegations to various international conferences without informing the Department of Foreign Affairs accordingly. Such practices have invariably caused our Missions, Embassies Consulates not only embarrassments but considerable waste of efforts in tracing the whereabouts of delegates, in designating last-minute substitutes, in preparing the necessary documents and related responsibilities. "To ensure effective compliance of the President's instructions, it would be highly appreciated if the different offices within your Department could be informed of the standing directive to avail of the services of the Office of United Nations Affairs and International Conferences, Department of Foreign Affairs, as coordinating center in all those matters. xxx xxx xxx" Strict compliance herewith is hereby enjoined.
