BIR Employees Warned and Inhibited from Soliciting or Initiating Requests for Detail in Congress and Other Government Offices

August 1, 1967 REVENUE MEMORANDUM CIRCULAR NO. 29-67 TO : All Officials and Employees of the Bureau of Internal Revenue It has been observed during the past years that some employees of the Bureau of Internal Revenue were being detailed in the other offices of the government, especially in Congress. While the requests appeared to be coming from some members of Congress and other agencies of the government, it is believed that many of these requests were initiated by the employees concerned. Most of the reasons advanced for the requests coming from Congress were that they will be utilized in research and to render technical services for certain tax legislations. Without passing on the merits of such requests and the capabilities of those who are requested to be detailed in Congress, this Office believes that if such technical services are needed, more experienced personnel in the National Office could render better technical advice to the members of Congress. It is suspected that most of these requests were initiated by the personnel concerned, for their personal convenience. Due to the present determination of the present administration to increase tax collections, we have to utilize the services of all employees of the Bureau of Internal Revenue in tax campaigns. All employees of the Bureau of Internal Revenue are therefore, hereby warned and inhibited from soliciting or initiating requests for detail in Congress and other government offices. Added to the fact that such details deprive the Bureau of Internal Revenue of the much needed services of such personnel, such details entail tremendous expenses which, for the present, the Bureau cannot afford in view of its desire to practice maximum economy in order to implement the salary increases of revenue employees, as provided for under the newly approved Republic Act No. 4900.
