May 21, 1998 REVENUE MEMORANDUM CIRCULAR NO. 28-98 SUBJECT : Authority to Visit Centennial Exposition 1998 at Clark Air Base TO : All Revenue Officials and Others Concerned For the information and guidance of all revenue officials and employees, quoted hereunder is Civil Service Commission (CSC) Memorandum Circular No. 17, s. 1998 dated May 12, 1998: "The 1998 Centennial Celebration is a significant milestone in the history of the Philippines. It is an opportune time to heighten the sense of national pride of Filipinos and inspire them to be more productive members of the society. In line with CSC Resolution No. 98-1051, all government officials and employees are hereby enjoined to participate in the Centennial activities, one of which is a visit to the Centennial Exposition at Clark Air Base on official time. The Centennial Exposition is intended to be the showcase of Filipino trade, culture, arts, environment, and international relations and is considered as alternative economic center in Luzon. At the discretion of the agency management and subject to the availability of funds, government employees may be granted the privilege of visiting the Expo on official time. The internal mechanisms for the availment of this benefits will be formulated by respective agencies within these general guidelines: 1. Employees may be granted the privilege of visiting the Centennial Exposition on official time for a maximum of three days anytime during the period 6 June 1998 to 15 June 1999. 2. At the discretion of the head of office, expenses for visits to the Expo may be fully or partially subsidized by an office or agency subject to usual accounting and auditing rules. 3. Head of offices must schedule the visits of their employees so that delivery of public services is not impaired at any time. 4. Said benefit is non commutable and may be availed of only during the specified period. 5. Costs of ticket and other details relative to the visit can be obtained from the Department of Tourism, Paskuhan Village Complex, San Fernando, Pampanga, Telephone numbers (045) 961-2665; Faxtel (045) 961-2612. GAMINDE Commissioner ADMINISTRATIVE ORDER NO. 392 ENJOINING ALL DEPARTMENTS, BUREAUS, GOVERNMENT-OWNED AND/OR -CONTROLLED CORPORATIONS, GOVERNMENT FINANCIAL INSTITUTIONS, LOCAL GOVERNMENT UNITS AND OTHER AGENCIES TO PROMOTE AND ENCOURAGE PARTICIPATION IN THE PHILIPPINE CENTENNIAL EXPOSITION 1998 OR EXPO PILIPINO, INCLUDING ITS "EXPO PILIPINO FAMILY DAY" PROGRAM WHEREAS, Executive Order No. 128, series of 1993, and Executive Order No. 312, series of 1996, mandated the creation and holding of an exposition to commemorate and celebrate the centennial of the declaration of Philippine independence; WHEREAS, pursuant to the above-mentioned Executive Orders, the National Centennial Commission (NCC) organized and established the Philippine Centennial Exposition 1998 or Expo Pilipino, which will feature Philippine arts, culture, foreign relations, achievements in economics, trade and business, to be held at the Clark Special Economic Zone; cdll WHEREAS, the Expo Pilipino Corporation (EPC) was formed to manage and operate the exposition; and WHEREAS, to ensure the success of the exposition, the NCC and EPC have developed the "Expo Pilipino Family Day" Program; WHEREAS, the program is aimed at providing every Filipino and his family the opportunity to visit the Expo Pilipino to further cultivate their understanding and appreciation of Philippine arts, culture and achievements thereby enhancing their sense of nationalism and patriotism; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order all heads of departments, bureaus, agencies, government-owned and/or -controlled corporations (GOCCs), government financial institutions (GFIs) and local government units (LGUs) to promote and encourage participation in the Philippine Centennial Exposition 1998 or Expo Pilipino, including the "Expo Pilipino Centennial Family Day" Program, as follows: Section 1. The Civil Service Commission (CSC) shall initiate, implement and undertake appropriate measures to enable all government workers in the country to avail of a special three-day Centennial Leave with pay at any time from 6 June 1998 through 15 June 1999, to allow them and their families to visit and take part in the exposition. The Department of Labor and Employment (DOLE) shall initiate and devise mechanisms to encourage private sector enterprises in granting similar benefits to their employees in the spirit of nationalism. Sec. 2. The Department of Education, Culture and Sports (DECS), the Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) shall implement, initiate and undertake a parallel program to enable all students in the country to likewise avail of and be entitled to a three-day Centennial Educational Credit at any time from 6 June 1998 through 15 June 1999 to allow them and their families to visit and take part in the exposition. Sec. 3. All departments, bureaus, GOCCs, GFIs, LGUs and other agencies shall coordinate directly with EPC for the details and scheduling of the "Expo Pilipino Family Day" Program. Sec. 4. All departments, agencies, offices, GOCCs and LGUs shall provide cooperation and assistance necessary to give effect to this order. For this purpose, they shall issue the appropriate guidelines necessary to implement the objectives of herein order. Sec. 5. All departments, bureaus, GOCCs, GFIs, LGUs and other government agencies shall submit to the NCC a monthly report on the status of implementation of the "Expo Pilipino Family Day" Program. llcd Sec. 6. Philippine National Centennial Celebration; Visit to the Centennial Expo at Clark, Pampanga CSC RESOLUTION NO. 981051 WHEREAS, the Centennial Celebration in 1998 is a very significant milestone in the history of the Philippines; WHEREAS, under Proclamation No. 946, s. 1997, issued by the Office of the President, Filipinos' sense of patriotism should be heightened by inculcating the same spiritual values which inspired our forebears towards actualization of the national sovereignty; WHEREAS, there are events and programs that form part of the celebration to showcase our growth and development as an independent nation; WHEREAS, the Centennial Exposition 1998 at Clark Air Base is one of the highlights of the celebration and is intended to be the permanent destination site and alternative economic center in Luzon that will showcase Filipino trade, culture, arts, environment, and international relations; prLL WHEREAS, it is expected that foreign visitors will flock to Centennial Exposition beginning June 6, 1998; WHEREAS, government officials and employees must be provided with the opportunity to visit the Centennial Exposition to upgrade their social awareness, national pride, and role in the global society; WHEREAS, government officials and employees must be accorded the opportunity to visit this site on official time for a maximum of three (3) days inclusive of travel time as part of staff development. WHEREFORE, the Commission hereby grants authority to all heads of government offices to allow their employees to visit the Exposition for three (3) days on official time anytime during the period 6 June 1998 to 15 June 1999.
