August 19, 1968 REVENUE MEMORANDUM CIRCULAR NO. 28-68 SUBJECT : Issuance of Documentary Stamps of the 2-Centavo Denomination Printed by the Bureau of Printing TO : All Internal Revenue Officers and Others Concerned Information is hereby given that this Bureau has issued a new kind of documentary stamps of the 2-centavo denomination. The above mentioned documentary stamps were locally printed by the Bureau of Printing. Their size is 1" by 1" and their main design consists of the coat of arms of the Philippines in the center and a tobacco plant at each end. At the top is the word "Internal" and immediately below it the words "Republic of the Philippines". At the bottom of the stamps is the figure "2" and immediately below it the word "centavo", followed downward by the word "Documentary" and the words "Revenue Tax" in that order.
