April 07, 1999 REVENUE MEMORANDUM CIRCULAR NO. 27-99 SUBJECT : Publishing the Full Text of BIR Bulletin Dated March 18, 1999 TO : All Internal Revenue Officials, Employees and Others Concerned For the information and guidance of all internal revenue officials and employees, quoted hereunder is the contents of the BIR Bulletin dated March 18, 1999 re: Soft/Electronic Copies of BIR Returns/Forms. "BULLETIN DATE : March 18, 1999 TO : All Accredited Agent Banks FROM : The Commissioner Bureau of Internal Revenue SUBJECT : Soft/Electronic Copies of BIR Returns/Forms RE : BIR Bank Advisory Bulletin No. 99-8 Due to the short supply of BIR Forms/Returns in some Revenue District Offices due to the great demand of these forms in this filing season, the undersigned as Commissioner of Internal Revenue hereby approves the use of computer-generated forms in filing tax payment/returns in addition to the official BIR Forms/Returns that is presently being used by the taxpayers. In line with this, the following guidelines are issued to Accredited Agent Banks for compliance. LLpr 1. Effective immediately, all AABs could now accept computer generated tax returns/forms filed by taxpayers provided that they originally signed by the taxpayer or his authorized representative. 2. Such computer-generated returns/forms could have been downloaded from the BIR web site or from soft copies (diskettes) available from some firms conducting tax seminars. The following are the list of BIR Forms/Returns that are available in the BIR website. Taxpayers who will use the computer generated forms should comply with the following requirements. a. Print-out forms should be of laser quality, requiring the use of laser printers. The use of Deskjet printers might cause the paper to absorb the ink which cause blotting, lines and letters will appear rough and sometime unreadable. cdlex b. The paper to be used should be: Size : 81/4 x 13 or 81/4 x 11 Paper stock : 56 GSM - Class A No. of Colors : Ink - Black Paper - White c. Other requirements: Lower Margin : Right Margin : Left Margin : 4. The AABs should accept three copies of the filled up computer generated forms/returns and should properly machine validate the payments made by the taxpayer thru the use of clear carbon paper. The details of the payment should be clearly imprinted in the original, duplicate and triplicate copies of the computer generated forms thru the use of the authorized bank validating machine. prLL 5. The segregation and distribution of the copies of these return should follow the same procedure as in the regular or official forms/returns. 6. Photo copies of tax returns/forms should not be accepted. 7. Likewise, AABs are hereby reminded of the usual procedure of giving the taxpayer an Official Receipt for every cash transaction as indicated in RMO 19-97.
