August 25, 1971 REVENUE MEMORANDUM CIRCULAR NO. 27-71 SUBJECT : Complete Supervision of Chiefs of Mission Over the Attaches in their Jurisdiction TO : All Revenue Attaches and Representatives Assigned to Philippine Missions Abroad and other Revenue Officers concerned For the information and guidance of all concerned, there is quoted hereunder Foreign Service Circular No. 121-71, of the Department of Foreign Affairs, dated 24 July 1971 which reads as follows: "FOREIGN SERVICE CIRCULAR NO. 121-71 "SUBJECT : Complete Supervision of Chiefs of Mission Over the Attaches in their Jurisdiction For the information and guidance of all concerned, quoted hereunder is the penultimate paragraph of the letter of instructions issued by the President of the Republic of the Philippines to Ambassador JAIME ZOBEL DE AYALA, Philippine Ambassador to the United Kingdom, which reads as follows: 'Finally, as Ambassador, I want to stress to you that you have complete supervision over all personnel, including attaches from various governmental agencies of the Philippine Government and honorary consulates in the countries under your jurisdiction." (Emphasis supplied) "I have discussed this with the President and he specifically said this applies to all Chiefs of Mission with regard to the nature and extent of supervision which they have over the Attaches assigned to their posts and to other offices within their jurisdiction. He has instructed me to inform all Chiefs of Mission of his decision, copy to be sent to all departments having Attaches assigned to our Embassies or Consulates. "Please be guided accordingly.
