September 1, 1975 REVENUE MEMORANDUM CIRCULAR NO. 25-75 In further implementation of Presidential Decree No. 753, increasing the specific tax rates of locally manufactured cigarettes under Section 137(b) of the Tax Code, and for the benefit and guidance of the tax-paying public as well as to properly inform and protect the legitimate buyers and consumers of locally manufactured cigarettes from unscrupulous dealers and agents of cigarette manufacturing companies who might take advantage of the situation created by the promulgation of Presidential Decree No. 753, all manufacturers of locally manufactured cigarettes are hereby directed to publish in any newspaper of general circulation published in the Philippines, the following data and/or information: a) Name of brand of your locally manufactured cigarettes; and b) Maximum retail price per pack. The Revenue Service Chief (Specific Tax) and others concerned are hereby enjoined to cause the immediate implementation of this circular. MISAEL P.
