June 6, 2001 REVENUE MEMORANDUM CIRCULAR NO. 25-01 SUBJECT : Memorandum of Secretary Alberto G. Romulo Reiterating His Full Trust and Support on the Efforts of Commissioner Baez in Reorganizing the BIR TO : All Internal Revenue Officials and Others Concerned For the information and guidance of all revenue officials and employees, quoted hereunder is the Memorandum of Secretary Alberto G. Romulo of the Department of Finance reiterating his full trust and support to Commissioner Baez on his efforts to reorganize the Bureau of Internal Revenue: "In Support of Good Government The attainment of the target revenues of government for the year 2001 is based on the correct and efficient enforcement of tax laws. Thus, the first guideline that I gave to DOF officials and employees is good governance. We expect service with efficiency and integrity from the employees of DOF and its bureaus particularly BIR and BOC. We gave the two Commissioners the mandate to reorganize the two bureaus using the standards of competence, honesty and dedication to public service as parameters in the distribution of assignments. DcAaSI In line with this mandate, I wish to reiterate my full trust and support of the efforts of Commissioner Baez in reorganizing the BIR. He is committed to raise P408 billion as revenues this year. This is a tall order given the economic and political challenges. He needs our wholehearted cooperation and assistance. For the month of April, BIR exceeded its target by over P1.8 billion. With the help of BIR personnel, our hopes are high that the Bureau will continuously meet if not surpass its target. In a democratic society such as ours, there are avenues where employees are free to express their grievances. We are equally committed to respect their rights and we shall remain open to listen to their rights and we shall remain open to listen to their problems and suggestions. (SGD.) ALBERTO G.
