August 15, 1975 REVENUE MEMORANDUM CIRCULAR NO. 24-75 TO : All Internal Revenue Officers , Employees and Others Concerned For the information and guidance of all officials and employees of this Bureau, there is quoted hereinbelow the letter of the Acting Chief, Administrative Service, Department of Public Information dated August 5, 1975, which is self-explanatory: "Honorable Misael P. This examination, (equivalent to First Grade), is being given by our Department, in collaboration with the Civil Service Commission, on October 19, 1975. "FOR THE SECRETARY: "(SGD.) HECTOR A. VERA Commissioner of Internal Revenue TAN-1601-593-5 ANNEX DEPARTMENT OF PUBLIC INFORMATION "The Department of Public Information, in collaboration with the Civil Service Commission, announces an entrance and qualifying examination to establish registers of eligibles from which appointments to appropriate positions in the public information group will be made: PUBLIC INFORMATION OFFICER DATE OF EXAMINATION : October 19, 1975 PLACES OF EXAMINATION : 1. San Fernando, La Union 2. Tuguegarao, Cagayan 3. San Fernando, Pampanga 4. Manila 5. Legazpi City 6. Iloilo City 7. Cebu City 8. Tacloban City 9. Zamboanga City 10. Cagayan de Oro City 11. Davao City "Applications may be filed with the Department of Public Information Office, Malacaang, Manila, or with its Regional Office in any of the places named above where the applicant desires to take the examination, not later than September 22, 1975, or if mailed, must be postmarked not later than September 15, 1975. "APPLICANTS ARE ADVISED TO CHECK CAREFULLY WHETHER THEY MEET THE ADMISSION REQUIREMENTS AND ONLY THOSE WHO MEET THEM SHOULD APPLY FOR THE EXAMINATION. "DUTIES "Under general supervision, gathers data, writes and edits or supervises the preparation of drafts of media releases, news stories, features articles and speeches and other communication materials for informational or instructional purposes; and does related work. "PARTS AND WEIGHTS OF EXAMINATION "The examination will consist of the following: PARTS WEIGHTS Entrance Qualifying 1. Written Test 100% 70% 2. Evaluation of education, training and experience 30% Total 100% 100% "SCOPE "The test will cover the following: 1. General Test Vocabulary, mechanics of expression, reading comprehension, paragraph organization and general information. 2. Specialized Test Basic communication skills; translations; editorial, news, and feature writing and editing; communications research, planning and management; development communication. "MINIMUM REQUIREMENTS "Applications must meet the requirements given below. "Education and Experience " Entrance 1. Have graduated with a bachelor's degree with major study in any of the following: Journalism, Broadcast Communication, Pilipino, English; or 2. a. Have graduated with any bachelor's degree including or supplemented by 18 units in mass communication, Pilipino or English; and b. Have one year experience in writing and/or editing media releases; or 3. a. Have graduated with any bachelors degree; and b. Have two years experience in writing and/or editing media releases " Qualifying 1. Meet entrance requirements; 2. Actually in the DPI service and hold or have held appointment to positions as information writer, information officer, or any related positions; and 3. Have at least two years of experience in the DPI performing service in the field of information and mass communication or in related functions appropriate for the examination applied for, as of the date of the examination, six months of which must have been in the position mentioned in No. 2 above. "Substitutions allowed 1. Each year of deficiency in the college education required may be substituted by one year of experience in the DPI in the field of information and mass communication, provided that high school graduates who have actually demonstrated excellence and have acquired the necessary knowledge and skills in either print or broadcast media may substitute deficiency in the college education required by experience in the DPI and/or training along the line of specialization, at the rate of one year of such relevant experience, or three months of relevant training for every year lacking in college. 2. The required units in specialized studies may be offset by any or a combination of the following at the rate of three units for: a. Six months of specialized experience b. Three months of relevant training grant c. Fifty hours of relevant in-service training course "All education, training and experience must be duly certified. "Age Limits "Applicants must be not less than 18 or more than 35 years of age on the date of the examination. The maximum age limit does now, however, apply to those who are in the government service on the day of the examination. "Citizenship and Character "Applicants must be citizens of the Philippines and must be of good moral character. "Physical Condition "Applicants must be in good health and free from physical defects to enable them to meet the physical standard deemed necessary for the position. "EXAMINATION FEE "An examination fee of P10.00 is charged each applicant for admission to the examination in accordance with Paragraph 4 of the Special Provisions for the Civil Service Commission of Presidential Decree No. 503. In exchange for P10.00, the applicant will be given an official receipt and the official number shall be indicated on his application form. Those who apply by mail should enclose with their applications a postal money order for the amount stated above payable to the order of the Department of Public Information. "SELF-ADDRESSED STAMPED ENVELOPE FOR NOTICE OF ADMISSION AND REPORT OF RATING "Applicants must attach to their applications self-addressed stamped envelopes for the notice of admission. On the day of the examination, they must bring with them their notices of admission and self-addressed stamped envelopes for the report of rating. "PHOTOGRAPHS "Every competitor should attach at the upper right-hand corner of his application form a 1" x 1" copy of his recent photograph and another photograph on the notice of admission. On the day of the examination, he should have with him another copy of the photograph to be attached to his Declaration Sheet. Both copies of the photograph should bear his signature. "HOW TO APPLY "What to file 1. CS Forms 100 and 47 properly accomplished. 2. Diploma, Special Order, or any other authentic evidence of educational attainment. 3. Service record or certification duly signed by the Administrative, or Personnel Officer or any other responsible official corroborating the statements in Forms 100 and 47. 4. Medical Certificate by a government physician. 5. Certification of good moral character. "Where to get forms "Application forms may be obtained from the DPI Office, Malacaang, Manila or its Regional Offices. "Where and when to file "Applications must be filed with the DPI Office, Malacaang, Manila or its Regional Offices not later than September 22, 1975, or if mailed, must be postmarked not later than September 15, 1975. " NOTICE "Appeal from rating in a civil service examination shall be filed in writing by the examinee with the Commissioner within six months from the date of the release of the results of the examination concerned.
