May 19, 1972 REVENUE MEMORANDUM CIRCULAR NO. 24-72 SUBJECT : Presidential Directive on the Submission of Reports About Major Developments in the Different Departments and Offices of the Government TO : All Internal Revenue Officers and Others Concerned For the information and guidance of all concerned, there is quoted hereunder the provisions of Department Memorandum Circular No. 4-72 dated February 15, 1972: "Republic of the Philippines DEPARTMENT OF FINANCE Office of the Secretary Manila "February 15, 1972 "DEPARTMENT MEMORANDUM CIRCULAR NO. 4-72 "TO : All Heads of Bureaus and Offices under the Department of Finance "SUBJECT : Presidential directive on the submission of reports about major developments in the different departments and offices of the government "Quoted hereunder, for your information and compliance, is the Memorandum dated February 9, 1972 of the President of the Philippines touching on the above subject-matter: 'I have noted that in many instances my office has not been properly and promptly informed about major developments in the different departments and offices of the government. Many of those developments involve policy; others involve matters that in due course affect the entire administration or reach my office for decision. 'In many instances it was necessary for me to call up the heads of departments and offices to inquire about these developments, and ask them to submit to me reports to inform me of these developments. 'It is necessary that I be kept informed of developments in the different departments and offices as promptly as possible; hence, I enjoin all officials concerned to remain conscious of the duty to keep the President informed of their decisions or developments in their offices. 'The reports to be submitted should be as brief as possible, however, in order not to over-burden the already overworked President. In proper cases, the reports should contain analysis of the problems and the recommendations of the proper officials.' "Heads of bureaus and offices under this Department are hereby directed to report immediately to the President thru this Department any major development on the subject quoted above. "Mr. Jesus C. Sison, Public Relations Officer of this Department, shall see to it that the reports on major developments insofar as the Department Proper is concerned are timely prepared for the signature of the Secretary. "Strict compliance herewith is hereby enjoined. "(SGD.) CESAR VIRATA Secretary" In accordance with the foregoing, all those concerned are hereby instructed to report immediately any major developments that will involve policy and matters that may ultimately need the decision of the President, to the Commissioner of Internal Revenue.
