August 23, 1971 REVENUE MEMORANDUM CIRCULAR NO. 23-71 SUBJECT : Change in the Cut-off Date in Closing Books and Records of Internal Revenue Collections to the End of the Calendar Month Instead of on the Twenty-Fifth TO : All Collection Agents and others concerned There is inclosed herewith Department Circular No. 46-70 dated November 4, 1970 approved by the Secretary of Finance and concurred in by the Auditor General and the Budget Commissioner, prescribing the change in the cut-off date in closing books and records of internal revenue collections to the end of calendar month instead of on the twenty-fifth day for your strict observance. The Department Circular mentioned above was supposed to have taken effect beginning with the month of January 1971, but because the concurrence of the Auditor General and the Budget Commissioner has just been received, it is hereby directed that the Department Circular No. 46-70 shall be implemented effective with the report covering the month of September, 1971. It is directed that Revenue Directors, Revenue District Officers, and collection supervisors shall see to it that said Circular is properly implemented. cdt MISAEL P.
