April 18, 1979 REVENUE MEMORANDUM CIRCULAR NO. 22-79 SUBJECT : Fake Manager's Checks of the CITIBANK TO : All Internal Revenue Officers, Employees and others concerned In the Times Journal issue of April 16, the National Bureau of Investigation (NBI) warned the public of the existence of a syndicate dealing in fake manager's checks. The NBI said that some of the checks being passed on by the syndicate were found to have been those overprinted by the CITIBANK's authorized printer, the Pioneer Business Forms, Inc. CITIBANK management told the NBI that among those overprinted manager's checks bear serial numbers from 30017880 to 30018499. Internal revenue officers and employees, particularly collection agents and cash clerks receiving money in payment of internal revenue taxes, are hereby warned to be on the look out regarding the possibility that these manager's checks of the CITIBANK may be used in the payment of taxes. aisa dc Regional directors are hereby advised to give due notice to the Revenue District Officers and Collection Agents regarding the loss of these checks. Collection Agents assigned to municipalities or cities where there are no banks and where payment of internal revenue taxes are made directly to them thru the issuance of Revenue Official Receipts (ROR) are hereby warned to be on the alert for payments received in manager's checks of the CITIBANK. Until further advice from this office, no payment for internal revenue taxes should be accepted if payment is to be tendered in manager's checks of the CITIBANK reported to be lost. Such circumstance should be immediately communicated to this office. In cities and municipalities where the RTR System is in operation, attempts may be made by the syndicate to purchase documentary stamps in denominations of less than P10, payments of which may be made by manager's checks and not through the banks. The collection agents should, therefore, be on the alert for this eventuality. Internal revenue officers concerned are hereby instructed to promptly notify this office in case any of the checks presented for payment of taxes bear the serial numbers abovementioned, taking necessary steps in the meantime to prevent its acceptance as payment of internal revenue taxes.
