February 21, 1973 REVENUE MEMORANDUM CIRCULAR NO. 22-73 SUBJECT : Publishing Circular No. 157 of the General Manager, Government, Service Insurance System dated December 27, 1972 TO : All Internal Revenue Officers and Others Concerned For the information and guidance of all internal revenue officers and others concerned there is quoted hereinbelow Circular No. 157 of the General Manager, Government Service Insurance System dated December 27, 1972 "TO : HEADS OF DEPARTMENTS, CHIEFS OF BUREAUS AND OFFICES, MANAGING HEADS OF GOVERNMENT OWNED OR CONTROLLED CORPORATIONS, FINANCE OFFICERS, COLLECTING AND/OR DISBURSING OFFICERS THEREOF, AUDITORS, PROVINCIAL GOVERNORS, CITY AND MUNICIPAL MAYORS, PROVINCIAL, CITY AND MUNICIPAL TREASURERS AND OTHERS CONCERNED: "SUBJECT : MEDICARE COVERAGE EFFECTIVE JANUARY 1, 1972 OF ALL OPTIONAL MEMBERS OF THE GSIS WHO ARE INSURED M OR G POLICIES "In line with the objectives of the Philippine Medical Care Act of 1969 to provide universal coverage under Medicare in an evolutionary way, the GSIS Board of Trustees in its Resolution No. 839, adopted on September 26, 1972, authorized the extension of Medicare coverage to optional members of the System who are holders of M or G policies subject to the following conditions: "1. That optional members of the System who are willing to pay their shares in Medicare contributions and whose employers are also willing to shoulder the government counterpart should be extended coverage under the Medicare Act; "2. That optional members of the System who are willing to pay both the personal and government shares (in the event that the employers concerned are not willing to shoulder the government share) should likewise be extended coverage under the Medicare Act; and "3. That the membership of optional members of the System under the Medicare Act shall automatically be terminated upon failure to pay the required contributions under Section 21 of said Act for any given month. "The extension of coverage under Medicare to M or G-policyholders may be made retroactive as of January 1, 1972, the date of implementation of Program I of the Medicare Act. "By way of clarification, optional members of the System are those whose appointments are emergency, casual, substitute, provisional and temporary and who are not otherwise compulsorily insured with the System. "For the benefit of the employees in your Office who may be covered by the above-mentioned Resolution No. 839, it is earnestly requested that the corresponding deductions for Medicare contributions from their monthly salaries be effected immediately and that both the employee's and employer's contributions be remitted to the System as they fall due. In order that the System can keep an accurate record of optional members who are to be extended Medicare coverage, it is also requested that a separate list of said M or G-policyholders extended Medicare coverage be submitted to the GSIS Medicare Department as soon as possible.
