May 18, 1972 REVENUE MEMORANDUM CIRCULAR NO. 22-72 SUBJECT : Sending of Correspondence to the Office of the President TO : All Internal Revenue Officers, Employees and Others Concerned For the guidance and information of all concerned, there is quoted hereunder Department Memorandum Circular No. 9-72 dated April 6, 1972: "Republic of the Philippines Department of Finance Manila April 6, 1972 "DEPARTMENT MEMORANDUM CIRCULAR NO. 9-72 "TO : All Heads of bureaus and offices under the Department of Finance and all Provincial and City Treasurers and Assessors SUBJECT : Directing strict compliance with Department Memorandum Circular No. 52-66 dated December 15, 1966 and Department Memorandum Circular No. 6-70 dated February 11, 1970, enjoining all concerned to see to it that correspondence sent to the Office of the President are complete and with sufficient number of copies "There is quoted hereunder Memorandum Circular No. 562 of the Office of the President dated March 27, 1972 as follows: 'It has been observed that despite Memorandum Circular Nos. 26 and 88, both series of 1966, which require that correspondence to the Office of the President be made in at least three copies, and Memorandum Circular No. 318, series of 1970, which reiterated and required strict compliance with the first two memorandum circulars, offices and agencies of the government still continue sending correspondence with incomplete and/or without sufficient number of carbon copies, thereby causing delay in the release of official papers already acted upon and otherwise rendering it difficult for this Office and all others concerned whenever other copies of papers are needed but are not readily available. 'All department heads and chiefs of bureaus and offices, as well as government-owned or controlled corporations are therefore hereby strongly enjoined to observe strictly Memorandum Circulars Nos. 26 and 88, both series of 1966, with a warning that repeated violations thereof would constitute sufficient basis for taking administrative disciplinary action against the official or officials concerned.' "In Department Memorandum Circular No. 52-66 dated December 15, 1966 this Department emphasized that non-compliance with the above requirement may constrain this Department to return any correspondence. This directive was further reiterated in Department Memorandum Circular No. 6-70 dated February 11, 1970. "In view of flagrant violations of the above quoted Presidential directive as reported to this Department, it is hereby directed that this Circular be disseminated to the personnel under your respective jurisdiction for strict compliance, particular attention being invited to the warning of the Office of the President that repeated violations thereof would constitute sufficient basis for taking administrative disciplinary action against the official or officials concerned. "The Records Officers of your respective offices should be instructed to see to it that correspondence to be sent to Malacaang are complete and with sufficient number of copies as required herein. ALMANZOR Acting Secretary" In accordance with the provisions of the said Department Memorandum Circular, all those concerned are hereby enjoined to see to it that communications to be forwarded to the Office of the President of the Philippines are complete and with sufficient number of copies. The communications after being signed by the Commissioner should be coursed through the Records Division for record purposes and no correspondence addressed to the Office of the President of the Philippines shall be released by the division without being coursed through the Records Division. Furthermore, all communications while addressed to the Office of the President should be coursed through the Department of Finance. The Records Division shall see to it that before releasing the correspondence, sufficient copies must be left in accordance with the requirements of the Office of the President.
