March 12, 1973 REVENUE MEMORANDUM CIRCULAR NO. 21-73 SUBJECT : Prompt Action on Official Matters TO : All Internal Revenue Officers, Employees and Others Concerned Since the advent of Martial Law, many people have been encouraged to file complaints regarding inaction, abuses, misbehavior, delays and others of the kind in acting on official matters in many government offices, especially the Bureau of Internal Revenue. Some of these complaints are even coursed thru Malacaang and are being referred to our Bureau for proper action. Malacaang, in order to satisfy the demands of the complainants, makes tracer letters regarding the action that we have taken on such complaints. Likewise, we have to make tracers to the different units where these complaints are referred to for action. The old practice of delaying actions and of waiting for call-ups before action is taken on referred cases and complaints should be totally discarded and should belong to the past. We need fast action to keep pace with the requirements of the present society. Laggards have no more place in the new society. We need action and accomplishment. There should be a complete turnabout of our old official habits of dilly dallying with our work and wasting our official time. If we have to be participants in this nation building, there should be more dedication to our work. We want to eliminate call-ups as it is great wastage of time and money. The speed of the action taken, especially on referred cases, will be watched carefully.
