August 3, 1977 REVENUE MEMORANDUM CIRCULAR NO. 20-77 TO : Revenue Service Chiefs Revenue Regional Directors Revenue District Officers Fieldmen, and others concerned SUBJECT : Accomplishment as Basis for Recommending Transfer of Assignments This Office has noted that requests for transfers of employees, particularly fieldmen, are recommended by you for reasons other than their performance record. We find difficulty in deciding whether or not to grant requests for transfer to better assignments without a valid basis (accomplishment). Transfers to better assignments are virtually promotions. In view hereof, it is hereby directed that whenever change of assignment is recommended, from a region to the Central Office, or from a far district to one nearer the Central Office, the accomplishment for the last 2 years of the fieldman involved must accompany the recommendation for his transfer. No request or recommendation for transfer will be entertained by this Office if this requirement is not complied with. Please be guided accordingly. aisa dc EFREN I.
