June 15, 1962 REVENUE MEMORANDUM CIRCULAR NO. 20-62 TO : All Internal Revenue Officers and Employees and Others Concerned For the information and guidance of the officers and employees of this Bureau, there is quoted hereunder Executive Order No. 7 of the President of the Philippines which is self-explanatory: "EXECUTIVE ORDER NO. 7 "ENJOINING ALL OFFICERS AND EMPLOYEES OF THE EXECUTIVE BRANCH OF THE GOVERNMENT TO COOPERATE IN THE DRIVE AGAINST SMUGGLED PRODUCTS AND TO DESIST FROM BUYING, POSSESSING OR USING THEM AND APPEALING TO THE PUBLIC FOR COOPERATION "WHEREAS, for some years now, there have been rampant smuggling and illicit trading in smuggled products such as 'blue seal' cigarettes; "WHEREAS, the smuggling and traffic in smuggled products could not long continue if our people voluntarily desisted from purchasing, possessing or using smuggled products such as 'blue seal' cigarettes; "WHEREAS, the smuggling and traffic in smuggled products have deprived the Government of millions of pesos in revenue and in the case of 'blue seal' cigarettes, have caused tremendous losses to Filipino tobacco growers and cigarette manufactures; "WHEREAS, in addition, the traffic in smuggled products has produced the even more serious effect of breeding in our people, particularly in the young, a disrespect for law; "NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by law, do hereby enjoin all public officials and employees to cooperate to the fullest extent with the Government in its current drive against the flagrant and unabated smuggling and sale of smuggled products such as 'blue seal' cigarettes, and specially to desist from buying, possessing or using smuggled products such as 'blue seal' cigarettes, thereby providing an example of respect and obedience to law for the general public. "Any violation of this order by any official or employee shall be a ground for disciplinary action. cdta "I appeal to the general public for cooperation with this campaign against smuggling of goods into the country which is pernicious to the national economy and to the people's general welfare. "Done in the City of Manila, this 22nd day of March, in the year of Our Lord, nineteen hundred and sixty-two and of the Independence of the Philippines, the sixteenth. "(SGD.)
