January 5, 2024 REVENUE MEMORANDUM CIRCULAR NO. 2-2024 SUBJECT : BIR Strategic Statements TO : All Internal Revenue Officials and Employees As formulated during the BIR Strategic Planning Session last November 23-24, 2023, the BIR Aspiration 2028 (formerly referred to as BIR Vision) shall be: HTcADC Aspiration 2028: "By 2028, the BIR is highly digital, propelled by empowered Revenuers with integrity, providing excellent services aligned with international tax standards." The BIR Mission Statement and Core Values shall remain as follows: Mission: "We collect taxes through just enforcement of tax laws for nation-building and the upliftment of the lives of Filipinos."
