March 13, 1974 REVENUE MEMORANDUM CIRCULAR NO. 19-74 SUBJECT : Leaving the Office Without the Proper Responsible Official in Attendance TO : All Internal Revenue Officials and Employees There is quoted hereunder for the information of and compliance by all concerned Department Memorandum Order No. 2-74 of the Secretary of Finance dated January 24, 1974, as follows: "DEPARTMENT ORDER NO. 2-74 "It has been brought to the attention of this Office that there are times when both the Chief and Assistant Chief of a division, staff or unit are both out of the Office or out of town on official trips. Needless to state, such a practice is prejudicial to the service and not in consonance with good management policy. "For the best interest of the service, therefore, and pursuant to Section 79 (B) of the Revised Administrative Code, as amended, it is hereby ordered that henceforth the Chief and Assistant Chief of a division, staff or unit in any bureau, office or agency under this Department should not be out of the office or undertake any out of town official trip at the same time, except in very urgent cases and with prior approval of this Department.
