February 2, 1973 REVENUE MEMORANDUM CIRCULAR NO. 19-73 SUBJECT : Publishing Department Memorandum Circular No. 1-73 of the Honorable, the Secretary of Finance dated January 5, 1973 TO : All Internal Revenue Officers and Others Concerned For the information, guidance and compliance of all internal revenue officers and others concerned there is quoted hereinbelow Department Memorandum Circular No. 1-73 of the Department of Finance dated January 5, 1973: "DEPARTMENT MEMORANDUM CIRCULAR NO. 1-73 "TO : All Heads of Bureaus and Offices under the Department of Finance and Provincial and City Treasurers. "SUBJECT : DEPARTMENT ORDER NO. 14 dated November 23, 1972 of the Department of General Services, prescribing the procedures in the submission of printing requisitions with the Bureau of Printing including the submission of annual requirement for government forms and the channeling of printing jobs to private printers "Quoted hereunder, for your information and guidance, is the letter dated December 28, 1972 of the Director of Printing, treating on the above subject-matter: 'Enclosed is DEPARTMENT ORDER NO. 14, dated November 23, 1972, of the Honorable Secretary, Department of General Services, as published in the Official Gazette Vol. 68, No. 51, issued on December 18, 1972, for your guidance and compliance . 'This Department Order is designed to: '(a) enable the Bureau of Printing to insure a steady, economical and timely annual supply of standard government forms and other printed and bound materials that are essentially needed by all government offices for more effective administration in their respective functions; and '(b) satisfy the pressing need to centralize printing services in the government to prevent costly and wasteful duplication of such function. 'Compliance is hereby enjoined for the best interest of the service.' "It is enjoined that this Circular be disseminated to all concerned under your respective jurisdiction for compliance.
