March 24, 1970 REVENUE MEMORANDUM CIRCULAR NO. 19-70 SUBJECT : Holding of Regular Office Hours During Transportation Strike TO : All National Office and Revenue Regions 6, 7 and 8 Officers and Personnel In conformity with the Memorandum Circular No. 326 dated March 6, 1970 of the Acting Executive Secretary, all personnel of the Bureau are hereby instructed to hold regular office hours during transportation strikes affecting the Greater Manila Area and immediate environs. For your information and guidance, Memorandum Circular No. 326 is hereunder quoted in full: "MEMORANDUM CIRCULAR NO. 326 "REQUIRING ALL OFFICES OF THE GOVERNMENT TO HOLD REGULAR OFFICE HOURS DURING JEEPNEYS, BUS OR OTHER SIMILAR TRANSPORTATION STRIKES AFFECTING THE GREATER MANILA AREA AND IMMEDIATE ENVIRONS, ENJOINING THE ORGANIZATION OF CAR POOLS BY EMPLOYEES AND PERSONNEL OF GOVERNMENT OFFICES WHO ARE CAR OWNERS TO HELP NON-CAR OWNING EMPLOYEES AND PERSONNEL TRAVEL TO AND FROM THEIR RESIDENCES TO THEIR RESPECTIVE OFFICES AND MOBILIZING AVAILABLE GOVERNMENT OWNED MOTOR VEHICLES TO FERRY GOVERNMENT PERSONNEL TO AND FROM VARIOUS POINTS ON OFFICIAL BUSINESS DURING SUCH STRIKES "In order to insure continuity of public services during the occasion of strikes of jeepneys, bus or other transport in the Greater Manila Area and its immediate environs during which means of public transportation or a large segment thereof ceases to function, depriving the public at large of the means of movement and causing general public inconveniences, all offices of the government located in the Greater Manila Area and its immediate environs affected by the strike shall hold regular office hours and all personnel of such offices are required to report for work. "Officials, employees or personnel of the government offices concerned who are owners of cars, jeeps or other motor vehicles are hereby requested to organize car pools in their respective offices and allow, for the duration of the strike, co-employees residing within their vicinity to share rides with them to and from their respective offices. "All vehicles of the government offices in the areas affected by the strike, and in the immediate vicinity thereof, shall be mobilized for the duration of the said strike, for the ferrying and transporting of government personnel on official business to and from various points. "Other practical means, aside from those mentioned above, should be availed of and organized by the offices concerned to obviate any absence of government employees while such a state of condition exist. ALEJANDRO MELCHOR Acting Executive Secretary "March 6, 1970" The Revenue Operations Head (Administrative Services) is hereby instructed to organize a car pool of car-owning employees and personnel in the National Office to help non-car owning employees and personnel to travel to and from their residences to the National Office and to mobilize all BIR official vehicles in the National Office for the duration of any strike for the ferrying and transporting of revenue personnel. The Regional Directors of the three regions in the Greater Manila area are likewise instructed to organize a similar car pool of car-owning personnel in their respective regions and to utilize government vehicles assigned to them for the purpose. The Revenue Operations Head (Administrative Services) shall be the overall coordinator of this program and may require such reports and assistance from other officials as are necessary for this responsibility.
