April 4, 1972 REVENUE MEMORANDUM CIRCULAR NO. 18-72 SUBJECT : Nationwide Campaign Against the Use of Defective Instruments of Weights and Measures TO : All Regional Directors, Revenue District Officers, Collection Agents and Others Concerned For the information and guidance of all concerned, there is quoted hereunder Department Memorandum Order No. 1-72 of the Department of Finance, dated March 22, 1972, which reads as follows: "DEPARTMENT MEMORANDUM ORDER 1-72" "TO : All Provincial and City Treasurers" "FROM : The Secretary of Finance" "SUBJECT : Nationwide campaign against the use of defective instruments of weights and measures" "Complaints have reached my Office concerning the rampant use of defective instruments of weights and measures in public markets and other places of trade and commerce. I condemn this practice as illegal and fraudulent, and the perpetrators want only inhuman for they victimize the masses of our people, mostly the innocent and ignorant housewives. "In view hereof, I request that an extensive and sustained campaign be waged by that office against the use of defective instruments of weights and measures within your respective jurisdiction. I also requested the Commissioner of Internal Revenue to extend full cooperation to your Office so that our efforts in this regard may be felt nationwide. "A report on the progress of your campaign should be submitted to this Department one (1) month from receipt of this memorandum. It should contain, among others, the number of instruments inspected, sealed and/or confiscated, per municipality in the case of provinces. The report should be addressed to: "The Honorable The Secretary of Finance Attn: The Public Assistance Unit Manila" "(Sgd.) CESAR VIRATA Secretary" In connection therewith, all revenue officers abovementioned are hereby enjoined to extend full cooperation to provincial, city and municipal treasurers so that our efforts along this line can be felt nationwide.
