February 20, 1970 REVENUE MEMORANDUM CIRCULAR NO. 17-70 SUBJECT : Publishing Circular No. 313 of the Office of the President dated January 23, 1970 TO : All Internal Revenue Officers and Others Concerned For the information and guidance of all internal revenue officers and others concerned there is quoted hereinbelow Memorandum Circular No. 313 of the Office of the President dated January 23, 1970: cdt "MEMORANDUM CIRCULAR NO. 313 "DIRECTING ALL DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS TO EXTEND FULL COOPERATION AND ASSISTANCE TO DULY ACCREDITED AND AUTHORIZED GOVERNMENT AGENTS AND/OR INVESTIGATORS "All departments bureaus, offices, agencies and instrumentalities of the government, including government-owned or controlled corporations and local governments are hereby directed to extend full official assistance and cooperation to duly accredited and authorized agents and/or investigators of the various investigative agencies of the government, whenever such assistance and cooperation are requested in connection with investigations authorized to be conducted or undertaken by the said agents and/or investigators. "Any official or employee who unduly and unjustifiably refuses to give such assistance or cooperation on a matter within his official competence to do shall be subjected upon proper complaint to strict administrative disciplinary measures and sanctions.
