Inspection of Luggages of All Government Officials Leaving for, or Returning from, Trips Abroad

March 31, 1966 REVENUE MEMORANDUM CIRCULAR NO. 17-66 TO : All Internal Revenue Officers and Employees and Others Concerned For the information, guidance and compliance of all the officers and employees of this Bureau, there is quoted hereunder the memorandum dated March 7, 1966 of His Excellency, the President of the Philippines: "Effective immediately all Philippine Government officials leaving for, or returning from, official or un-official trips abroad, and irrespective of whether they hold diplomatic or special passports, shall automatically open all their luggages for inspection by Bureau of Customs personnel. "Needless to say, our government official must set the example in our present anti-smuggling drive which we shall wage without let-up. The public will cooperate whole-heartedly in our anti-smuggling campaign as long as they can see that those of us who run the government are the very first ones to follow the law.
