January 31, 1967 REVENUE MEMORANDUM CIRCULAR NO. 16-67 TO : All Regional Directors, Chief Revenue Officers, Collection Coordinators, Revenue Collectors, Cash Clerks, and Others Concerned SUBJECT : GAO General Circular No. 98: Crediting Collection Accruing to the Highway Special Fund Directly to the Bureau of Public Highways Quoted hereunder are the pertinent paragraphs of General Circular No. 98 dated December 19, 1966 of the Auditor General relative to the crediting of collections accruing to the Highway Special Fund directly to the Bureau of Public Highways: prcd "In order to enable the Bureau of Public Highways to determine at any time the resources available to finance the project for the establishment of an integrated system of land transportation and for the purpose of effective control and fiscal management, effective immediately, collections of the Bureau of Internal Revenue, Bureau of Customs, Land Transportation Commission and Philippine Constabulary (Trafcon Unit), accruing to the Highway Special Fund, shall be remitted to the National Treasury to the credit of the Bureau of Public Highways. Officers handling collections pertaining to the Highway Special Fund are therefore hereby enjoined to prepare their remittance advices (invoices of funds) for the National Treasury in favor of the Bureau of Public Highways and to submit the duplicate copies of their monthly reports of Highway Special Fund collections to the Chief Accountant of the Bureau of Public Highways for accounting purposes. The Chiefs of the Bureau of Offices concerned shall see to it that collections from July 1, 1966 to date of the effectivity of this Circular, accruing to the Highway Special Fund, which have already been remitted to the National Treasury to the credit of their respective bureaus or offices, are immediately transferred to the Bureau of Public Highways which shall take up the same in its books as income. The Bureau of Public Highways shall secure a complete list of all collecting officers handling Highway Special Fund receipts and see to it that all collection reports are promptly-submitted by them and taken up in its accounts." LLpr For the proper implementation of this GAO circular and in order not to mix or confuse these collections with other internal revenue collections, Revenue Collectors and Cash Clerks are instructed to keep, prepare and/or allocate immediately a separate set of BIR Form No. 12.31 reports, cashbook, booklets or official receipts, etc., for the Highway Special Fund beginning with the month immediately following receipt hereof. In remitting Highway Special Fund collections to the National Treasury, separate Remittance Advices shall be prepared for deposit to the credit of the Bureau of Public Highways. Henceforth, the Revenue Collectors and Cash Clerks concerned shall be ex-officio collecting officers of the Bureau of Public Highways in the collection of taxes of motor fuels, to wit: 1. Lubricating oils, Sec. 142(b) Sch. A, paragraph 17 2. Naptha, gasoline and similar products of distillation, Sec. 142(c) Sch. A, paragraph 18 3. Denatured alcohol used for motive powers, Sec. 142(d) Sch. A, paragraph 19. In the submission of the Reports of Collections (BIR Form No. 12.31) of the proceeds of taxes on motor fuels, the copies thereof, shall be distributed as follows: Original Provincial or City Auditor concerned Duplicate Chief Accountant, Bureau of Public Highways Triplicate Chief Accountant, Bureau of Internal Revenue Quadruplicate Collection Agents (file copy) This Memorandum Circular amends Revenue Memorandum Circular No. 23-65, dated May 24, 1965 and Revenue Memorandum Circular No. 33-65 dated September 16, 1965. All other orders and instructions or provisions thereof which are inconsistent herewith are hereby modified or superseded accordingly. This Circular shall take effect immediately. prll (SGD.)
