Initial Launching of e-Filing Component of the ADCS

March 23, 2001 REVENUE MEMORANDUM CIRCULAR NO. 16-01 SUBJECT : Initial Launching of e-Filing Component of the Automated Data Capture System (ADCS), Otherwise Known as the e-Filing and e-Payment System for BIR National Office Personnel TO : All Internal Revenue Personnel, Officers and Others Concerned The Bureau will have an initial launch of the e-filing component of the Automated Data Capture System (ADCS) for volunteering National Office employees. Initial launching of e-filing system aims to obtain the following objectives: (1) to try the e-filing system; (2) to conduct parallel run of ADCS and the Integrated Tax System (ITS) of the Bureau of Internal Revenue (BIR); and (3) to be able to run the following functionalities like ADCS Log on, enrollment, inquiry, e-file of BIR form 1700, 1700 report generation and uploading to Returns Processing System (RPS) of ITS. All BIR National Office employees who are earning purely compensation income with no-payment, break-even or refundable Annual Income Tax Return (BIR Form 1700) for taxable year 2000 are encouraged to avail of the system. The activities are as follows: 1. ADCS Orientation for volunteering National Office employees (April 6, 2001) 2. Enrollment in the System: (April 10-11, 2001) 2.1. Access the BIR website http : //130 . 1 . 1 . 29 : 7001/index . html (intranet) 2.2. Answer on-line questions in the screen 3. On-line Verification of Approval of Enrollment (April 10-11, 2001) 4. Filing of BIR Form 1700 (until April 16, 2001) 4.1. Log-in to the system by supplying TIN, name, password. 4.2. Answer challenge questions. 4.3. Select the form to be used (BIR Form 1700). 4.4. File income tax return (ITR) with RDO No. 39-South Quezon City or at the Tax filing Center, Ground Floor Lobby, BIR, NOB after e-filing (if return is not yet filed). 5. Site of e-filing. The e-filing site is at the respective offices of volunteering National Office employees making use of the existing browser application of the Head of Office. In case when browser are not available, the e-filing site is at Room 609, the ADCS Project Management Office (Taxpayers Assistance Service). In cases that BIR Form 1700 had already been filed for taxable year 2000, BIR National Office employees are still encouraged to participate in e-filing of income tax return to ensure that the System meets the requirements and thereby assure the taxpaying public of the soundness and security of ADCS developed for the BIR. The ADCS Project Team together with those personnel who attended the Train the Trainors Program for ADCS Project and Fujitsu Phils. Inc. representatives shall assist the BIR National Office officials and employees availing of the System. List of volunteering National Office employees who opts to avail of the e-filing system shall submit the names to the ADCS Project Management Office at Room 609, BIR NOB on or before April 3, 2001.
