Prohibiting All Employees of the BoC, BIR, and BTr, from Going to Day and Night Clubs

March 8, 1968 REVENUE MEMORANDUM CIRCULAR NO. 15-68 TO : All Internal Revenue Officers and employees It has been brought to the attention of this Office and the same has been confirmed in certain columns of newspapers last month that officials of this Bureau are among those seen again frequenting nightclubs. Therefore, this office is constrained to remind again all those concerned that Revenue Memorandum Circular No. 42-67 dated September 27, 1967 circularizing Department Memorandum Circular No. 27-67 dated September 8, 1967 of the Honorable, the Secretary of Finance, which in turn circularized a communication from the Office of the President to the effect that His Excellency the President, would like the said secretary of department to reiterate the order prohibiting all employees of the Bureau of Customs, Bureau of Internal Revenue, and Bureau of the Treasury, from going to day and night clubs. Furthermore, the said Department Memorandum Circular quoted Department Memorandum Circular No. 5-66 pursuant to the desire of the President of the Philippines, which circular enumerated the off-limit areas such as Jai-Alai, horse race tracks or places where horse races are held, night clubs, monte casinos, roulette and other gambling places, day clubs, cabarets, bars, cocktail lounges, and other similar places with the determined announcement that those who will be found violating the order will be subject to severe disciplinary action and, in case of recidivism, to summary dismissal. It would be superfluous here to state further that officials and personnel of this Bureau occupy delicate and sensitive positions which have to do with the revenue raising functions of the government, and frequenting places above-stated give the public the impression that the revenue men are spending far above their legal income, or are spending funds which came from improper or illicit sources. Such impressions should be erased from the public mind and the only way to accomplish this is for officials and personnel of this Bureau to cease and desist from going to and frequenting the off-limit areas above enumerated. It is hereby informed in this connection that Honorable Secretary Bagatsing of the BARGO also warned this Office on the same subject and requested strict enforcement of the presidential directive banning officials and employees of this Bureau in day and night clubs.
