January 27, 2022 REVENUE MEMORANDUM CIRCULAR NO. 15-2022 SUBJECT : Revised One-Page FOI Manual TO : All Internal Revenue Officials and Employees and Others Concerned This Circular is being issued in compliance with and in observance of the Bureau's Freedom of Information (FOI) Program. We are publishing herewith, for the information of the public, the Revised One-Page FOI Manual of the Bureau, attached hereto as "Annex 1" and which hereby amends the Bureau's One-Page FOI Manual as circularized under Revenue Memorandum Circular No. 19-2021. All concerned are hereby enjoined to be guided accordingly and give this Circular as wide a publicity as possible. This Circular shall take effect immediately. (SGD.) CAESAR R. DULAY Commissioner of Internal Revenue ANNEX 1 SAMA-SAMA SA HAMON NG PANAHON: BUWIS KO, PARA SA PILIPINO BUREAU OF INFORMATION PROGRAM Freedom of Information Program FOR MANUAL REQUEST: Step 1 A ccomplish the BIR FOI Request Form (Available at the service counter of the Revenue District Offices or at Rm. 101 G/F Public Information and Education Division BIR National Office Bldg.) Step 2 S ubmit the BIR FOI Request Form together with 2 valid government-issued IDs and other pertinent documents to the concerned BIR office/owner of the requested information. You may know the concerned office through the Customer Assistance Division with contact numbers: (+632) 8538-3200 Step 3 K now the result of your request within fifteen (15) working days FOR REQUEST THROUGH eFOI PORTAL: Step 1 A ccess the portal through https://www.foi.gov.ph Step 2 C lick the Make a New Request link Step 3 T ag the concerned agency Step 4 A ccomplish the FOI Request Form Step 5 G enerate an account Step 6 A ccomplish other details Step 7 D etermine the result of your request within fifteen (15) working days FOI Appeals If you are not satisfied with the response on your FOI request, you may file an appeal within fifteen (15) days. For denied FOI request, the requesting party shall manually file his or her appeal with the FRO of the concerned office or may email it (please refer to the contact details of BIR FROs in the website under the Transparency Seal) For more information, please access the BIR FOI Manual under the Transparency Seal tab in the BIR website https://www.bir.gov.ph
