March 17, 1965 REVENUE MEMORANDUM CIRCULAR NO. 13-65 SUBJECT : Requiring Strict Compliance with the Presidential Directive Dated March 22, 1961, as Implemented by General Circular No. 337 Dated May 24, 1961 of this Office, Relative to the Disposition of Illegally-cut Logs TO : Regional Directors, Chief Revenue Officers, Collection Agents, Cash Clerks and Others Concerned It has been reported to this Office by the Director, Bureau of Forestry, Manila, that illegal logging operations, especially in the provinces of Bataan and Zambales, have been encouraged by the acceptance by some Collection Agents and Cash Clerks of payments tendered for forest charges and surcharges for logs illegally-cut and/or removed, in gross violation of the Presidential directive dated March 22, 1961, as implemented by General Circular No. 337 dated May 24, 1961 of this Office, which requires that "the illegal cutter shall not be allowed to pay the forest charges, surcharges and other fees on the logs cut" but should be seized instead and turn-over to the Armed Forces of the Philippines to be used in the construction of pre-fabricated school houses. In view thereof, Regional Directors, Chief Revenue Officers, Collection Agents, Cash Clerks and others concerned are hereby enjoined to comply strictly with the aforestated Presidential Directive, as implemented by the General Circular aforementioned, and to report to this Office the logs seized in accordance therewith within twenty-four (24) hours from seizure for disposition and turn-over the Armed Forces of the Philippines.
