March 1, 1976 REVENUE MEMORANDUM CIRCULAR NO. 12-76 SUBJECT : Implementation of Memorandum Circular of the Acting Chairman of the Civil Service Commission, Quezon City, dated February 2, 1976 regarding Authority to Administer Oath TO : All Revenue Officers, Employees and others concerned For the information and guidance of all concerned, there is quoted hereunder the Memorandum Circular of the Acting Chairman of the Civil Service Commission, Jocobo C. Clave, dated February 2, 1976 to all heads of departments and agencies, including government-owned and controlled corporations and local governments regarding Authority to Administer Oath: " MEMORANDUM CIRCULAR TO : ALL HEADS OF DEPARTMENTS AND AGENCIES, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS SUBJECT : Authority to Administer Oath Pursuant to Section 52 of P.D. 807 in order to facilitate the processing of applications for Civil Service examinations, the following officers and employees of the different departments, offices, agencies, provincial, city and municipal governments, including government-owned or controlled corporations, are hereby authorized to administer oath on applications for Civil Service Examinations: 1) Officers-in-Charge of Regional Offices 2) Personnel Officers 3) Administrative Officers 4) Legal Officers 5) Sangguniang Bayan Secretaries 6) Sangguniang Bayan Presiding Officers 7) Provincial and Municipal Attorneys 8) Administrative Assistants 9) Treasurers 10) Assessors In this connection, officials who are appointed by the President such as Regional Directors and Assistant Regional Directors, and Directors of Offices may administer oath pursuant to Section 21 of the Revised Administrative Code.
